Welcome to the ROVER Ready Alliance web page.

Over 1500 people have acquired the ROVER software from here or the FEMA warehouse.

Rapid Observation of Vulnerability and Estimation of Risk (ROVER) is fast, free, mobile software for pre- and post-earthquake building safety screening. It implements both de-facto international standards for seismic-safety inspection called FEMA 154 and the proprietary ATC-20. It is the only software with the legal license from the Applied Technology Council to duplicate the ATC-20 form. FEMA developed the software. Cal EMA has adopted it for use in post-earthquake building safety inspection. It implements de facto international standards for treating pre- and post-earthquake risk, using standard terminology and risk-management procedures.

The software operates on Android, iPhone, iPad, Blackberry, or any web-connected device with a browser. ROVER can enhance your current risk-management capabilities and integrate its own data with your existing datasets and with HAZUS-MH and ShakeCast’s ROVER Edition, making your ROVER efforts useful elsewhere.

This web site has been created to be a resource for the ROVER community. Within these pages you will find information about using ROVER as a stand-alone product, about using ROVER with ShakeCast and HAZUS-MH, and about contributing to ROVER. Please register (free) and log in to enable full access to this site.
